Hutan Harapan Rainforest project governance: process, challenges and recommendations

Hutan Harapan is a rainforest conservation project in Jambi, Indonesia initiated in 2001 by private actors. The Indonesian government has enabled such private-led forest conservation activities on state land since 2004 through the issuance of ecosystem restoration concessions (ERCs).
Parts of the project territory are claimed by local indigenous group and other local communities, and overlapping authorities between national and sub-district governments contribute to further dispute regarding access claims.
